Minnesota’s Gambling Control Board

The purpose of a gaming control board is to enforce gaming laws, rules, and regulations in an area. These boards take their authority from an enabling act, which sets broad gaming policies. These regulations cover a wide range of activities, including licensing and accounting systems. They also regulate casino games and oversee security and auditing.

The Division is responsible for maintaining a uniform regulatory climate and collecting gambling revenues on behalf of state and local governments. The staff of the Division strives to maintain a balance between strict regulation and responsive service to citizens. It is a key element in the regulation of gambling in Minnesota. Its role is to regulate and ensure that the industry is operated in a fair, honest, and lawful manner.

In Minnesota, nonprofit organizations can conduct charitable gambling. In order to qualify, the organization must have at least 15 members and have been in operation for three years. Currently, 1,400 organizations are licensed to conduct charitable gambling in the state. In addition to regulating charitable gambling, the Lawful Gambling Control Board also regulates bingo halls, distributors, and manufacturers of gambling equipment.

Before 1998, California’s gambling industry was virtually unregulated, and the Attorney General’s authority was very limited. The Legislature recognized the need for greater oversight of the industry, and enacted the “Gambling Control Act” in 1998. This act allows for the formation of a five-member board to monitor the gambling industry. It also gives non-profit organizations and charities the right to use controlled games in their facilities.
